Animal Welfare Cruelty Testimony

Mr. Saccenti retired from the NJ Division of Criminal Justice, Police Training Commission, where he was responsible for the development of all basic law enforcement training programs, which he designed, including: the Basic Course for Police Officers; Basic Course for Investigators; Basic Course for County Correction Officers; Basic Course for State Correction Officers; and the Animal Cruelty Investigators Course.

Mr. Saccenti is the President of Career Development Institute (CDI) (www.cditraining.org). CDI delivers the NJ Department of Health approved Certified Animal Control Officer Course, the NJ Department of Health approved Certified Animal Cruelty Investigators Course, which is also approved by the NJ Police Training Commission, and the NJ Department of Environmental Protection approved Basic Course for Wildlife Rehabilitators. He is also an instructor in these classes. Additionally, CDI operates animal control/animal cruelty investigator training for the Department of Health Commonwealth of Puerto Rico, where Mr. Saccenti is a certified Animal Control Officer and Animal Cruelty Investigator, as well as providing that training to the Department of Health of the State of Delaware. CDI also offers a variety of in-service training programs for law enforcement officers and public health officials who wish to receive continuing education units through the NJ Learning Management Network at Rutgers. All NJ Certified Animal Cruelty Investigators have been trained by CDI and about 80 percent of all Animal Control Officers over the last ten years have been trained by CDI.

Mr. Saccenti has been recognized as an expert witness by the Superior Court of NJ in Police and law enforcement training, Animal Control Officer training, Animal Cruelty Investigator training, Humane law Enforcement Officer training and Public Health Policy.

Mr. Saccenti has been effective in both plaintiff and defendant cases in civil and criminal court.

Mr. Saccenti attended Fordham University where he received his Bachelors in Education, Masters in Education and Political Science as well as his Educational Specialist Degree.

Mr. Saccenti is the author of many articles on both law enforcement training and public health. He teaches at several News Jersey colleges. He is a nationally known speaker in both areas.

Additionally he also serves as a consultant to the Department of Justice, Office of Victims of Crime and the New Jersey Police Training Commission.

Mr. Saccenti served eight years as President and presently serves on the Executive Board of the New Jersey Local Boards of Health Association which represents over 400 Boards of Health in NJ. Under the Public Health Practice Standards, the members of Local Boards of Health are responsible for animal control and zoonotic diseases control and prevention. He has served as chairperson of the South Brunswick Board of Health or Advisory Board of Health for 28 years and is still serving in that capacity.

Additionally, Mr. Saccenti served as the President of the National Association of Local Boards of Health and advised the US Surgeon General and the White House on public health issues. In these roles, he is familiar with the issues of rabies and zoonotic diseases as it is the responsibility of local public health to protect the public from these threats through both education and appropriate animal control programs. He recognizes trained Certified Animal Control Officers as crucial to maintaining public health.

As Chairperson of the Animals in the Community Task Force of Sustainable Jersey,   he works with municipal officials by developing and providing materials for them that will assist them in meeting their responsibilities to the residents in regard to animal control. In addition to representing the International Fund for Animal Welfare in NJ, he is a member of the HSUS, ASPCA, the NJ Certified Animal Control Officer Association, the American Legion and MENSA.

Summary                      

I am presently the President and CEO of Career Development Institute, Inc. The administration and faculty at Career Development Institute deliver the highest quality instruction in criminal justice, law enforcement, health skills and policy, training skills and development, counter-terrorism, animal welfare and New Jersey State Certified Animal Control Officer, Animal Cruelty Investigator and Humane Law Enforcement Officer Training.

I am recognized as an expert witness in the fields of Animal Control Officer Training. Animal Cruelty Investigation Training, Police and other Law Enforcement Training, and Public Health Policy by the Superior Courts of New Jersey and serve as an expert witness and case consultant.

After service in the US Army as an officer and undercover work with the FBI, I served as a teacher and administrator. Most recently, I served with the New Jersey Division of Criminal Justice where my primary responsibility was the development of all Basic Law Enforcement Training. Before leaving, I designed and re-wrote The Basic Course for Police Officers. I had previously developed the Basic Course for Investigators among other major basic and advanced law enforcement courses. I have also served as a consultant to the New Jersey Office of Counter-Terrorism.

I have written many articles on both law enforcement training and public health and served as an adjunct professor at the University of Medicine and Dentistry of New Jersey. I have spoken throughout the country in both areas.

Additionally, it has been my honor to have served as President of the National Association of Local Boards of Health and advised the US Surgeon General and the White House on public health policy.
